This is Seed Fennel

Florence Fennel is the one you need for stalks and bulbs. This one is great for seeds and flowers but has little to no flavor in the flesh

Bronze Fennel

I must disagree with the other review. I dry the fronds or use them freshly picked in everything from fruit or berry dishes or various dips to meat. Wonderfully versatile and tasty herb!
