Not Much Growth Out of 2 packs of seeds

Planted 2 packs first and then another. Only about 15 seedlings have come up in 6 weeks.

I planted all the seed at once out side and got many plants at once with in 2 weeks. That was 3 months ago and now I have a few that are 3+ feet tall getting ready to go to seed for cumin.
